Space: ; ; ; ; ; ; ; ; ; ; ; ; ; ; ; ; ; ; and stores have just left their products on the shelves. Many of these were national and statewide chains, aren't they going to insist that the government protect their property? The Hellmout may have effected employees in Sunnydale, but not in their corporate offices elsewhere. Hospitals have closed and left all of their supplies on the shelf. Where did the patients go. Where's Shannon. The Airport's closed. What about the flight's canceled and the airlines that serve the airport. Airport and airline property needs to be secured. There's also the port of Sunnydale. Then there's the University. Sunnydale doesn't exist in a vacuum. It's absurd that Sunnydale is completly abandon without being filled with state and federal agencies wondering why, and protecting state and private property.

Based on their previous dealings with the Hellmouth, they'd probably wait until it started spewing, then drop a nuke on the whole mess. Follow up with a cordon sanitaire.
