I think he should have donated to the folks at New Phoenix. I bet they could have had a lot of fun with it!

Even when she explained New Phoenix to TV, I took it to just be a front for Them. It's just another form of containment. The erased tell the NewP bosses what They want to know, and They let them live there happily ever after. They let Tom go because he would probably have figured this out and upset all the nice people living there. Ellen

Ah, but I'm implying an even more sinister look at society than that. When New Pheonix was formed, I'm sure that the disenfranchised had "all the best intentions". At some point, Paul became dissallusioned with all possibility of using New Pheonix to get at the Organization, but wanted what he saw was "best" for his people. In despiration to keep Pheonix safe, he might have cut a deal with the organization, to do his best to make the people content with their lives, not to rally them up, to keep everyone mutual, in exchange he gets protection for his "state", and information on others like Tom. Interesting and his dog Spot have to run to class, actually they don't let dogs into classes, so he'll take the keyboard. Arf.
