Ten to fifteen cents per minute is common in a number of places where the phone services are antiquated and only low-speed dialups are available. A UUENCODED binary 1000 lines long, about 64 characters per line, takes about five minutes to download on a 2400-baud line; this would represent a total cost much less than a U.S. dollar. Of course, since this is a text topic, the people stuck out in the boonies don't expect to be downloading binaries on it, and this is why it's a News convention to *NOT* post binaries in text topics. The main problem here is your presumption that everyone wants to waste time, trouble, and money, downloading pictures. This is not the case, and many people resent it deeply. A better way to post pictures is to put the binary on an "alt.binaries" topic, such as "alt.binaries.pictures" or "alt.binaries.pictures.celebrities," and then post a brief text pointer in the discussion topic, so the people who actually want the pictures know where to look. The very *best* way to post pictures is to park them on an archive site somewhere, so they can be WWW-browsed or FTP'd, and do not waste News bandwidth and storage space all over the world, being passed to tens of thousands of sites where absolutely no one is interested in them. Note that a great many sites arbitrarily refuse to accept "alt.binaries" feeds, and terminate feed acceptance for any text topic which starts getting a lot of binary postings; this has to do with feed bandwidth and storage space limits. Don't get me wrong, I like fooling with computer pictures as much as anyone..... but having the basic courtesy to not choke up text topics with binary postings is as much fundamental politeness as not tracking mud into other people's homes. It's simply a matter of manners; your ability to post a binary does not make you a special person, any more than the fact that you have the ability to throw a rock through a neighbor's window. It costs the neighbor *money*, and the neighbor may not really want that rock in the first place.
